The BCCI Electoral Officer A.K. Joti on Tuesday rejected Desh Rattan Dubey’s nomination as the Jammu & Kashmir Cricket Association’s (JKCA) representative for the BCCI Annual General Meeting on September 18, ruling that the Apex Council which nominated him had no legal standing.

Joti passed the order after considering objections filed by JKCA president Javid Ahmad Kitab and Sudershan Mehta, as well as replies from Dubey and the JKCA secretary.

The seven-page order hinges on a June 6 order of the Additional District Judge, Srinagar, which stayed the operation of communications dated May 22 and May 30 through which the JKCA secretary had constituted the Apex Council.

With the constitution of the council stayed, Joti held that it remained “at abeyance” and could not validly pass its August 30 resolution nominating Dubey for the BCCI election.

The Electoral Officer also held that Dubey’s nomination was incomplete under paragraph 3(G) of the BCCI’s August 25 election notification, which requires a resolution from the appropriate appointing authority in accordance with the full member association’s constitution.

Joti consequently ruled that Dubey was not eligible for inclusion in the Final Electoral Roll for the BCCI Election 2026.
