{"id":192677,"date":"2026-07-11T05:38:43","date_gmt":"2026-07-11T11:08:43","guid":{"rendered":"https:\/\/newslink360.space\/?p=192677"},"modified":"2026-07-11T05:38:43","modified_gmt":"2026-07-11T11:08:43","slug":"big-changes-to-federal-grants-are-coming-what-they-could-mean-for-schools","status":"publish","type":"post","link":"https:\/\/newslink360.space\/?p=192677","title":{"rendered":"Big Changes to Federal Grants Are Coming: What They Could Mean for Schools"},"content":{"rendered":"<p><\/p>\n<div>\n  The Trump administration is advancing a sweeping set of regulatory changes that, if implemented, could permanently destabilize how schools and educators receive and spend federal dollars.<\/p>\n<p>New rules currently under review would add new restrictions on grant-funded efforts that clash with the current and future presidents\u2019 policy positions, empower political appointees to intervene in ongoing awards and even terminate them early, and create new paperwork burdens for recipients of federal money.<\/p>\n<p>The proposed revisions to what\u2019s known as the federal government\u2019s \u201cuniform grants guidance,\u201d managed by the White House Office of Management and Budget, have garnered widespread blowback, including from lawmakers, researchers, and education advocates. <\/p>\n<p>So far, the Trump administration hasn\u2019t changed course\u2014but it remains to be seen how quickly these rules can take effect and whether political pressure to mollify widespread outrage will continue to mount.<\/p>\n<p>\u201cThe bottom line here is that this process has made dealing with regs, working with grants today, much more unpredictable than we\u2019ve ever seen before,\u201d said Michael Brustein, an education lawyer who founded the Bruman Group firm that represents state education departments and school districts, during a recent webinar on the OMB proposals.<\/p>\n<p>Here\u2019s a look at the policies that could change and the implications for K-12 schools. Use the links below to jump to a specific question.<\/p>\n<h2>What is OMB?<\/h2>\n<p>The White House Office of Management and Budget coordinates presidential administration policy across federal agencies and supplies congressionally appropriated funds to agencies for spending.<\/p>\n<p>Congress established OMB in 1921 to help the president draft his annual budget proposal. During the 1970s, the Nixon administration led a reorganization that brought OMB more directly under the president\u2019s authority.<\/p>\n<p>The current OMB director is Russell Vought, who also served in the role during the first Trump administration. Vought co-wrote large sections of Project 2025, the conservative policy document the administration has been closely following.<\/p>\n<p>OMB during Trump\u2019s second presidency has asserted much stronger and publicly visible involvement in federal policy actions and money management than during previous administrations, including Trump\u2019s first. Vought has repeatedly claimed the executive branch has the constitutional authority to withhold or delay congressional spending that doesn\u2019t align with the president\u2019s priorities. <\/p>\n<p>Currently, OMB <a class=\"a-link\" href=\"https:\/\/www.edweek.org\/policy-politics\/white-house-blocks-2-billion-for-education-see-all-the-affected-programs\/2026\/05\" target=\"_blank\" rel=\"noopener\">has failed to dispense to the Education Department more than $2 billion<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a> Congress appropriated in February for competitive grants, including more than $1 billion set to expire on Sept. 30 if it goes unspent. Last July, OMB withheld for nearly a month <a class=\"a-link\" href=\"https:\/\/www.edweek.org\/policy-politics\/trump-abruptly-unfreezes-all-of-the-education-funds-he-had-withheld\/2025\/07\" target=\"_blank\" rel=\"noopener\">close to $7 billion in formula funding<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a> that was due to flow to states for distribution to school districts, reversing course only after bipartisan backlash swelled.<\/p>\n<h2>What is the \u201cuniform grants guidance,\u201d or UGG?<\/h2>\n<p>OMB maintains and periodically updates a set of rules called the \u201cuniform grants guidance,\u201d which establishes procedures for federal grantmaking. The guidance is nonbinding\u2014agencies can choose to adopt it or not. Most do.<\/p>\n<p>The <a class=\"a-link\" href=\"https:\/\/www.federalregister.gov\/documents\/2024\/04\/22\/2024-07496\/guidance-for-federal-financial-assistance\" target=\"_blank\" rel=\"noopener\">most recent update<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a> to the uniform grants guidance came in 2024, during President Joe Biden\u2019s administration.<\/p>\n<h2>Which programs will be affected by the proposed changes?<\/h2>\n<p>The uniform grants guidance covers all federal discretionary grant awards\u2014more than $2 trillion a year in total. That includes billions of dollars for dozens of competitive education programs that support literacy initiatives, charter school development, teacher-training programs, education research, and a wide variety of other priorities. <\/p>\n<p>Portions of the proposed changes also apply to formula grants, including education programs like Title I\u2014aimed at disadvantaged students\u2014and the Individuals with Disabilities Education Act.<\/p>\n<p>Some funds within certain programs\u2014including Impact Aid for districts with large amounts of nontaxable federal property and the National School Lunch Program\u2014are specifically exempt from portions of the guidance.<\/p>\n<h2>How does the current proposal to update the UGG differ from past changes?<\/h2>\n<p>OMB under Trump and Vought is proposing a slew of changes to the substance of the guidance\u2014we\u2019ll dig into those more below.<\/p>\n<p>But first, it\u2019s important to understand the fundamental change that could be on the horizon. OMB is proposing to make the Uniform Grants Guidance <i>binding<\/i>, which would mean the terms of the document\u2014and future updates\u2014automatically apply across the federal government.<\/p>\n<h2>What are the specific changes OMB wants to make to the UGG?<\/h2>\n<p>The guidance would give politically appointed agency officials the power to review and approve\u2014or reject\u2014all discretionary, or nonformula, grants before they\u2019re awarded to the intended recipient. The rules don\u2019t specify the appointee\u2019s qualifications, or their specific positions within the agencies. Currently, independent peer reviewers provide the final word on which grants are and aren\u2019t awarded. <\/p>\n<p>Those political appointees would also be empowered with much more leeway than ever before to cancel grants midway through their award period. They would be the \u201cultimate deciders,\u201d said Hal Duncan, OMB\u2019s associate director of legislative affairs, during a <a class=\"a-link\" href=\"https:\/\/www.eenews.net\/articles\/omb-nominee-touts-plan-to-give-trump-appointees-power-to-kill-grants\/\" target=\"_blank\" rel=\"noopener\">Senate confirmation hearing<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a> last month for his nomination to serve as Vought\u2019s second-in-command.<\/p>\n<p>Meanwhile, the Department of Justice would be empowered to back private individuals who file lawsuits alleging harm from federally funded work.<\/p>\n<p>If the new guidance goes into effect, federal grant recipients would also face a slew of new restrictions. They\u2019d no longer be able to spend federal dollars on anything associated with discriminatory \u201cdiversity, equity, and inclusion;\u201d allowing minors to pursue gender-affirming care; facilitating \u201cillegal immigration;\u201d and promoting \u201canti-American values.\u201d The proposed rules generally don\u2019t define those terms or provide specific examples.<\/p>\n<p>Grants would also be prohibited from promoting or supporting \u201cdisparate impact liability\u201d\u2014the concept, enshrined in federal civil rights law, that seemingly neutral policies can create disproportionately negative impacts on certain marginalized groups.<\/p>\n<p>Recipients of federal funding would also have new obligations to justify individual expenses in writing. Spending federal grant funds on conference travel for professional development and advertising (including, potentially, for job fairs and other recruitment efforts) would no longer be allowed. And states would be required to conduct additional layers of verification before disbursing federal grant funds intended for school districts.<\/p>\n<h2>What are White House officials saying about the proposals?<\/h2>\n<p>During a U.S. House of Representatives hearing on June 30, Vought framed the changes as an effort to implement an <a class=\"a-link\" href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/08\/improving-oversight-of-federal-grantmaking\/\" target=\"_blank\" rel=\"noopener\">executive order Trump signed last August<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a>, which called for each agency to designate a political appointee to oversee grants.<\/p>\n<p>\u201cThis regulation is catching up with that executive order to make sure it\u2019s actually reflected in the actual mechanics of grantmaking,\u201d Vought said.<\/p>\n<p>Vought said the changes aren\u2019t \u201canti-science\u201d and disputed the suggestion that the new rules would lead to the federal government canceling grants en masse.<\/p>\n<p>Rather, he said, OMB would empower federal agencies to halt objectionable projects before they become even more damaging.<\/p>\n<p>\u201cWhen we find something that is problematic that our policy officials would not have caught, we need to turn it off,\u201d Vought said.<\/p>\n<h2>How is the Trump administration proposing to implement these changes?<\/h2>\n<p>OMB <a class=\"a-link\" href=\"https:\/\/www.federalregister.gov\/documents\/2026\/05\/29\/2026-10817\/regulation-for-federal-financial-assistance\" target=\"_blank\" rel=\"noopener\">published these proposed changes on May 29<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a> with little fanfare, kicking off a mandatory public comment period that\u2019s set to close on July 13.<\/p>\n<p>The proposal identifies Oct. 1\u2014the start of the federal 2027 fiscal year\u2014as the implementation date for the final version of the rule changes.<\/p>\n<p>Members of the public can continue commenting on the rule until July 13. As of July 7, <a class=\"a-link\" href=\"https:\/\/www.regulations.gov\/document\/OMB-2026-0034-0001\" target=\"_blank\" rel=\"noopener\">more than 93,000 comments have flooded in<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a>\u2014compared with 2,200 last time the federal government proposed changing the UGG. The Trump administration is required by law to respond to all comments, no matter how many there are.<\/p>\n<p>Some of the proposed changes codify practices the Trump administration has already used over the last year and a half, including citing DEI-related initiatives to justify <a class=\"a-link\" href=\"https:\/\/www.edweek.org\/policy-politics\/trump-slashed-billions-for-education-in-2025-see-our-list-of-affected-grants\/2026\/01\" target=\"_blank\" rel=\"noopener\">revoking hundreds of ongoing grants<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a>.<\/p>\n<p>Some agencies, including the <a class=\"a-link\" href=\"https:\/\/www.reginfo.gov\/public\/do\/eAgendaViewRule?pubId=202510&amp;RIN=1801-AA30\" target=\"_blank\" rel=\"noopener\">Education Department<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a> and the <a class=\"a-link\" href=\"https:\/\/www.federalregister.gov\/documents\/2026\/06\/24\/2026-12725\/agency-information-collection-activities-comment-request-national-science-foundation-proposalaward\" target=\"_blank\" rel=\"noopener\">National Science Foundation<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a>, have already begun advancing adoption of the UGG changes in their own regulations.<\/p>\n<h2>Who\u2019s objecting to the proposed changes?<\/h2>\n<p>A wide variety of affected groups across the political spectrum have weighed in opposing OMB\u2019s proposed changes.<\/p>\n<p>Advocates for health and science research have been particularly vocal. The president of the American Association of Medical Colleges described the rules as an <a class=\"a-link\" href=\"https:\/\/www.statnews.com\/2026\/06\/12\/omb-grantmaking-rule-uniform-guidance-politics-science\/\" target=\"_blank\" rel=\"noopener\">unprecedented threat<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a>. Stand Up for Science, an advocacy organization, estimated that <a class=\"a-link\" href=\"https:\/\/www.standupforscience.foundation\/policy-and-advocacy\/beyond-science-how-ombs-proposed-rule-on-federal-financial-assistance-threatens-essential-services-nationwide\" target=\"_blank\" rel=\"noopener\">roughly half of ongoing federally funded health research efforts<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a> could run afoul of the new rules if they\u2019re implemented as drafted.<\/p>\n<p>All 47 members of the Democratic Senate caucus blasted the proposed changes in a <a class=\"a-link\" href=\"https:\/\/www.hsgac.senate.gov\/wp-content\/uploads\/260701_OMB_Grants_ProposedRule.pdf\" target=\"_blank\" rel=\"noopener\">July 1 letter<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a> to Vought urging the Trump administration to reverse course entirely.<\/p>\n<p>\u201cYour proposal exceeds OMB\u2019s authority, will make it impossible for grant recipients to faithfully carry out the funding priorities that Congress establishes in statute, and would turn federal grants into a new cudgel for the President to unilaterally advance his partisan agenda and punish political rivals,\u201d the senators wrote.<\/p>\n<p>The prospect of grants getting canceled for any reason has been particularly alarming to some\u2014particularly given that numerous courts have reprimanded the Trump administration for illegally doing just that in the last year and a half.<\/p>\n<p>\u201cThey\u2019re basically taking that disregard for precedent and what the procedures say, taking that and making it part of the law,\u201d said Josie Skinner, an education lawyer for the Sligo Law Group who previously worked as an attorney for the U.S. Department of Education. \u201cNow instead of ignoring the law, they have introduced this arbitrariness into the law itself.\u201d<\/p>\n<p>Some critiques of the proposals have also emerged from Republicans and right-leaning observers.<\/p>\n<p>Sen. Susan Collins, R-Maine, on July 7 <a class=\"a-link\" href=\"https:\/\/www.appropriations.senate.gov\/news\/majority\/sen-collins-asks-omb-to-withdraw-parts-of-grant-rule-extend-comment-period\" target=\"_blank\" rel=\"noopener\">called for the Trump administration<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a> to add 90 days to the public comment period for the rule changes and withdraw portions of the proposed changes.<\/p>\n<p>In particular, she said, she opposes the involvement of political appointees in grantmaking, the option for agencies to terminate grants without warning, and the requirement that federally funded projects align with the president\u2019s priorities.<\/p>\n<p>\u201cThe rule would impose new, burdensome requirements on award recipients that would harm small and rural communities, undermine scientific and biomedical research, and conflict with Congress\u2019 control over the federal funding process,\u201d wrote Collins, who chairs her chamber\u2019s appropriations committee.<\/p>\n<p>Some conservative economists have also argued that the rules would <a class=\"a-link\" href=\"https:\/\/marginalrevolution.com\/marginalrevolution\/2026\/06\/the-nationalization-of-american-science.html\" target=\"_blank\" rel=\"noopener\">give the current president and his successors too much unchecked power<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a>\u2014while adding layers of paperwork and bureaucracy in the process.<\/p>\n<h2>How will schools be affected?<\/h2>\n<p>Federal funding makes up roughly 10% of annual K-12 spending nationwide. A sampling of the public comments on the OMB proposal suggest a slew of ways in which the changes could have tangible effects on school districts.<\/p>\n<p>Immediate grant terminations without warning \u201ccould disrupt student services and reduce the effectiveness of federally funded initiatives,\u201d wrote a <a class=\"a-link\" href=\"https:\/\/www.regulations.gov\/comment\/OMB-2026-0034-39712\" target=\"_blank\" rel=\"noopener\">federal programs director from a Michigan school district<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a>.<\/p>\n<p>A <a class=\"a-link\" href=\"https:\/\/www.regulations.gov\/comment\/OMB-2026-0034-44568\" target=\"_blank\" rel=\"noopener\">federal programs director from a public school district in Texas<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a> said the restrictions on conference attendance will \u201cdeny key training and assistance\u201d for professionals with few colleagues in their districts who have similar roles.<\/p>\n<p>A <a class=\"a-link\" href=\"https:\/\/www.regulations.gov\/comment\/OMB-2026-0034-24926\" target=\"_blank\" rel=\"noopener\">school finance official in Pennsylvania<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a> called on OMB to separate formula funding from the discretionary grants that would be subject to immediate termination at any time.<\/p>\n<p>A <a class=\"a-link\" href=\"https:\/\/www.regulations.gov\/comment\/OMB-2026-0034-11435\" target=\"_blank\" rel=\"noopener\">district administrator in Massachusetts<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a> wrote that the adoption of the restrictions on acknowledging the existence of transgender people \u201cwould require my district\u2019s counselors and school psychologists to deny the mental health needs of our students, according to the guidance of their own professional bodies, or lose funding for those same students\u2019 education.\u201d Staff would be affected, too: \u201cSome of my strongest educators are trans adults,\u201d the administrator wrote.<\/p>\n<p>Several commenters from schools\u2014as well as a <a class=\"a-link\" href=\"https:\/\/www.nea.org\/resource-library\/what-new-omb-grant-overhaul-means-public-school-funding\" target=\"_blank\" rel=\"noopener\">separate statement from the National Education Association<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a>\u2014highlighted the chilling effect that broad discussion of a grants crackdown could have on efforts to secure federal funds for crucial programs, especially in districts that already struggle financially.<\/p>\n<p>As <a class=\"a-link\" href=\"https:\/\/www.regulations.gov\/comment\/OMB-2026-0034-38726\" target=\"_blank\" rel=\"noopener\">one Washington state administrator put it<svg class=\"a-link__pdf\"><use xlink:href=\"#icon-file\"\/><\/svg><\/a>, \u201cLimiting access to opportunities with experts in critical areas school districts now face may disproportionately affect districts with fewer local resources and professional learning options and would therefore negatively impact students and their access to a high quality, safe instructional environment.\u201d\n<\/div>\n<p><script>\n  window.fbAsyncInit = function() {\n      FB.init({\n              appId : '200633758294132',\n          xfbml : true,\n          version : 'v2.9'\n      });\n  };\n  (function(d, s, id){\n     var js, fjs = d.getElementsByTagName(s)[0];\n     if (d.getElementById(id)) {return;}\n     js = d.createElement(s); js.id = id;\n     js.src = \"https:\/\/connect.facebook.net\/en_US\/sdk.js\";\n     fjs.parentNode.insertBefore(js, fjs);\n   }(document, 'script', 'facebook-jssdk'));\n<\/script><\/p>\n<p><a href=\"https:\/\/www.edweek.org\/policy-politics\/big-changes-to-federal-grants-are-coming-what-they-could-mean-for-schools\/2026\/07\" target=\"_blank\" rel=\"noopener\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Trump administration is advancing a sweeping set of regulatory changes that, if implemented, could permanently destabilize how schools and educators receive and spend federal dollars.
