Japan and West Germany were two great examples of the post-war era which had attained economic prosperity through these principles, he said.
Replying to a civic reception, the President said countries like Britain, France and America, too, found it difficult to compete with Japan and West Germany.
Rights and responsibilities were inseparable and irrespective of religion, language and caste, every citizen had a responsibility tagged on to every right, he said.
The President said discipline was essential in every walk of life, whether at home, at college, or in Government.
He affirmed that an average Indian was as hard-working as anyone else in the United States or in any other country. Unfortunately, while some worked hard, “some sleep”, thinking that the work which others did was enough. This attitude, Mr. Ahmed said, was wrong and should be corrected.
The President reminded the civic bodies that they had a big task to discharge. He asked them to undertake works like drainage, roads, cleanliness and other public amenities.
He also cautioned that any programme they undertook should have the full co-operation and involvement of the people for their success.
Referring to the block development scheme, Mr. Ahmed regretted that the amount invested in them “has been wasted”. Some blocks had been occupied either by cattle of officials.
